"There shall be standing committees on rules, finance, legislation, membership, affirmative action, elections and convention planning. At least one of the co-chairs of each committee shall be a member of the OCC and shall be appointed by the Chair with advice and consent of the OCC. Membership of the committees is open to any member of the Oʻahu County Democrats." Section 9.1 of the OCD Bylaws
